Steps:

• Talk to Chen Zhen (521,629) to combine the Soulless Reports and get your wanted book.
• Choose between 3000 yuan, 6000 yuan or 9000 yuan to reconstruct the reports. The higher the payment, the higher chance you will have in getting a lower number of wanted book (meaning higher exp, better rewards).
• The Reports can be reconstructed as follows:
  • Lv 40 : Soulless Report 4 (1/2) and Soulless Report 4 (2/2) - can construct wanted 6x/5x
  • Lv 60 : Soulless Report 3 (1/2) and Soulless Report 3 (2/2) - can construct wanted 4x/3x
  • Lv 80 : Soulless Report 2 (1/2) and Soulless Report 2 (2/2) - can construct wanted 2x
